For a stunning panoramic view over the city of Winona and the Mississippi River Valley, head to Garvin Heights Park. The overlook is a local favorite and can be reached by trail. Dogs are generally welcome in Minnesota's state parks, including Great River Bluffs, Whitewater, and John A. Latsch State Parks, as long as they are on a leash no longer than six feet. Always check the specific park's regulations before you go and be sure to clean up after your pet.
For a more strenuous hike, consider the trails in John A. Latsch State Park. The park is known for its steep climbs, including a trail with over 300 stairs leading to incredible views from Mount Charity. Another moderately challenging option is the Chimney Rock Footbridge – Coyote Point Overlook loop from Elba in Whitewater State Park, which involves a significant amount of climbing to reach its scenic points.
Both parks offer fantastic bluff country hiking. Great River Bluffs State Park is known for its high bluffs with relatively easy, level trails on top that lead to expansive views of the Mississippi River. Whitewater State Park, set in the Whitewater River Valley, features trails that traverse rocky ravines and limestone bluffs, often involving more elevation change. A unique feature of Whitewater is its noticeable lack of mosquitoes.

Absolutely. For a quick but rewarding hike, the Hiking loop from John A. Latsch State Park is less than half a mile long. Despite its short distance, it's a steep climb that quickly rewards you with impressive views. Another very short option is the Elba firetower trail entrance loop from Elba, which is also under half a mile.
